LANCASTER – A Lancaster County man pleaded guilty and was sentenced to 3 to 8 years in prison plus 7 years of probation for DUI and causing a fatal crash in the 5700 block of Division Highway. 20-year-old Phillip Sullivan II of Lititz entered a guilty plea and was sentenced on 13 charges including a lead charge of homicide by vehicle while DUI. Sullivan drove from a Fourth of July party and crashed into the horse-and-buggy driven by 18-year-old Andrew Stoltzfus of Honey Brook on Division Highway around 2:45 a.m. on July 5, 2021. A crash reconstruction showed Sullivan’s vehicle was traveling about 68 miles per hour in a 45 mph zone.
