LANCASTER COUNTY – A Lebanon County man faces homicide by vehicle, DUI, and other charges in a fatal crash. On the afternoon of August 22, 2023, officers responded to a three vehicle accident on West 28th Division Highway in Penn Township, Lancaster County. When officers checked on the vehicles, the front right passenger of a Kia, identified as Bethany Welch of Palmyra, was deceased. The Kia driver, 20-year-old Gavin Kline of Palmyra and the driver of another vehicle were taken to the hospital with non-life threatening injuries. An investigation found the Kia was westbound, passing a tractor trailer in a posted no passing zone, when it was involved in a head on collision with another vehicle in the eastbound lane. Kline was tested for drugs and the results came back positive. A reconstruction report found that the driving of Kline resulted in the death of his passenger. Kline was arraigned and bail was set at $150,000.
