HARRISBURG – A bill has been introduced which would prohibit video streaming services from playing commercial advertisements at a volume louder than the video content they accompany. House Bill 2220 mirrors federal requirements in the Commercial Advertisement Loudness Mitigation or CALM Act that apply to TV broadcasters and cable operators. The CALM Act does not cover internet-based streaming platforms. Bill sponsor, Allegheny County Rep. Jeremy Shaffer said people shouldn’t have to reach for their remote each time an ad comes on ensuring video streaming services respect viewers’ comfort by keep ads at a reasonable volume. The bill has both Republicans and Democrats as co-sponsors. The bill has been assigned to the PA House Communications & Technology Committee.
