LANCASTER COUNTY – Police in Lancaster County issued a warrant for the arrest of 36-year-old Shanice Payne of Columbia, who is charged with retail theft and criminal conspiracy after stealing merchandise on two separate dates from Ulta Beauty in the 1500 block of Fruitville Pike in Manheim Township. On May 2, 2023, five suspects stole over $7,700 in merchandise. A week later, two of the female suspects from the May 2nd incident returned and stole over $5,300 worth of merchandise. Video surveillance footage showed the incidents. An investigation identified Payne as one of the suspects. Payne was found to have six prior retail theft convictions in PA.
