CHESTER COUNTY – A Chester County man was identified as the person who killed State Police Cpl. Timothy O’Connor on Sunday night. O’Connor was killed as he approached a vehicle he stopped in West Caln Township, Chester County, when the driver fired from inside. The shooter, 32-year-old Jesse Elks of Honey Brook, then got out of the car, walked a short distance away, and took his life. Police and Chester County authorities are investigating. Chester County’s district attorney said investigators will look into Elks’ background and motives. O’Connor joined the State Police in 2010. He became the 105th member of the PA State Police to be killed in the line of duty. Gov. Josh Shapiro ordered U.S. and state flags to fly at half-staff to honor O’Connor, who leaves behind his wife and daughter.
