HARRISBURG – Legislation will be introduced requiring all driver licensing exams in PA, both noncommercial and commercial, be administered in English only. The proposal would establish a uniform statewide standard providing that knowledge exams and skills tests required for a learner’s permit, driver’s license or commercial driver’s license must be conducted exclusively in English. The bill also prohibits the use of interpreters, translators or other third-party assistance during the administration of the exams to help applicants understand, answer or respond to test content. The purpose of the measure from Sen. Doug Mastriano of Adams & Franklin Counties is to improve public safety on PA roads. Drivers must be able to demonstrate the ability to understand and respond to critical traffic and safety information in English. In many highway situations, particularly those involving accidents, traffic stops, severe weather or emergencies, the ability to quickly comprehend English safety instructions is essential. Misunderstanding roadway warnings or law enforcement commands can lead to dangerous delays and confusion. A co-sponsorship memo seeking support is being circulated.
