LANCASTER – Two Lancaster men and a juvenile have been charged in the fatal shooting of a man during a botched robbery of a stolen handgun in 2022. Luis Rivera, Jorge Santiago, and a juvenile have each been charged. The then-17-year-old juvenile shot 30-year-old James Diggs to death in self defense during the robbery in the 400 block of Ruby Street around 11:30 p.m. on Dec. 9, 2022. Diggs had shot the juvenile twice while attempting to steal the stolen weapon from the juvenile. The juvenile then returned fire, hitting Diggs five times. The juvenile will not be charged with Diggs’ death as his returning fire was determined to be a justifiable act of self-defense. The shooting occurred during a physical altercation between the juvenile, Rivera, Santiago and Diggs as the juvenile attempted to trade a stolen handgun to the other three men.
