HARRISBURG – Now that House Bill 2463 became law without Gov. Tom Wolf’s signature, he and future governors are prohibited from directing a state agency to ignore citizen requests for government records during an emergency declaration. The transparency bill received unanimous approval in the General Assembly. York County Sen. Kristin Phillips-Hill explained that the governor’s action during the pandemic brought about the need for the legislation. She added that many state agencies have failed to respond to Right-To-Know requests since COVID-19 mitigation measures went into effect in March.
