HARRISBURG (AP) – Gov. Tom Wolf will propose a spending plan to dramatically boost funding for public schools to be supported by an increase in the state’s personal income tax. Wolf will ask the state Legislature for what could approach $2 billion for public schools. The personal income tax increase would take the rate from 3.07% to 4.49%, but increase the exemption for the lowest earners. Wolf also wants to impose a tax on Marcellus Shale natural gas production to underwrite billions of dollars to expand workforce development and employment assistance programs to help the state recover from the economic effects of the coronavirus. The Wolf Administration released details of the spending plan ahead of today’s planned budget address.
