HARRISBURG – PA voters would have the final say on legislation to limit the governor’s powers during a disaster emergency. The state House approved House Bill 55 – a proposed constitutional amendment that will cap disaster declarations at 21 days unless lawmakers extend them. It would also give lawmakers the ability to end a disaster declaration with a two-thirds vote. It’s expected to be on the ballot for the May 18 primary. Gov. Tom Wolf has used the declaration for nearly a year to suspend state statutes, spend taxpayer money without legislative approval, and keep millions of Pennsylvanians from work due to his business shutdown orders.
