PHILADELPHIA – PA has invested $2.5 million in a new program designed to help local police departments solve cold cases, homicides, and other violent crimes. The Violent Incident Clearance and Technological Investigative Methods or VICTIM Program will offer grants to police departments through the PA Commission on Crime & Delinquency. The VICTIM Program gives local law enforcement the resources and technology they need to solve more homicides and violent crimes, while reinforcing a commitment to justice for victims. State officials added that an additional $1 million contribution from Arnold Ventures is going to the new program.
