HARRISBURG – Sen. Marty Flynn of Lackawanna, Luzerne, and Monroe Counties plans to introduce legislation that would direct the PA Turnpike Commission to accept PayPal, Venmo, Cash App, and Zelle as valid forms of payment for PA Turnpike tolls. Flynn is seeking co-sponsors to his proposal which will help PA bring its toll collection process into the 21st century. Flynn says constituents and concerned Pennsylvanians are frustrated with the method in which the Turnpike conducts its Toll By Plate billing. According to the Commission, a customer’s first Toll By Plate invoice is generated 30 days after the travel date. The payment due date is then 20 days from the invoice generation and mail date. He says this sluggish process contributes to the Turnpike’s low collection rates. Flynn’s legislation will allow for almost instantaneous payment of tolls by sending invoices to customer’s mobile phones and allowing them to pay by popular mobile payment apps, if they so choose.
