HARRISBURG – All earned income received by persons under the age of 18 would be exempt from PA income tax under a proposal coming from Lawrence County Rep. Marla Brown. In her co-sponsorship memo, Brown says across our state, young people take on part-time jobs, seasonal work, and small entrepreneurial ventures to learn responsibility, support their families, and save for future goals. Taxing these early earnings can discourage work and impose unnecessary complexity on minors and their families during a formative time in their lives. Her measure will exempt all income earned by individuals under the age of 18 from personal income tax. The goal is to support youth employment, encourage financial literacy, and allow minors to retain the full value of their hard work.
