HARRISBURG – PA’s death penalty would be repealed under a proposal from Philadelphia County Rep. Chris Rabb. House Bill 999 is being co-sponsored by Lebanon County Republican Rep. Frank Ryan, who commented that nothing can soothe the pain of those who’ve lost a loved one to crime and his heart goes out to the victims. However, there have been so many cases where someone was wrongfully convicted, and hopes the conversation leads to a better way for our society to heal.
