HARRISBURG – The PA House Education Committee unanimously approved legislation that would remove antiquated and offensive terminology from PA’s School Code. House Bill 365 removes derogatory terms that reinforce the stigma surrounding mental health issues and disabilities. Original state law, drafted in 1949, contains offensive terms such as “crippled,” “disturbed,” “handicapped” and “retarded.” Although the Department of Education has been working to update and correct some language, bill supporters believe it’s time to resolve the issue permanently through legislation. The bill now goes to the full House for consideration.
