HARRISBURG – The PA Senate approved a proposed amendment to the state Constitution that limits the length of future disaster declarations by the governor. Currently, a governor’s emergency declaration can last up to 90 days and be renewed by the governor indefinitely. Gov. Wolf has used the declaration for nearly a year to suspend state statutes, spend taxpayer money without legislative approval, and keep millions of Pennsylvanians from work due to his business shutdown orders. Senate Bill 2 would limit emergency declarations to 21 days unless the General Assembly approves a longer duration. The measure now goes to the state House. It must be approved by lawmakers in two consecutive legislative sessions before being put on the ballot for voters to decide. The measure was approved in the previous legislative session.
