HARRISBURG – A legislative package called the “Commonwealth’s COVID Comeback,” which would rebound the state’s economy by incentivizing manufacturing with no new taxes or fees has been proposed by PA House Republicans. Highlights of their proposal includes the Commonwealth Financing Authority designating targeted zones so that businesses in those zones would receive tax abatements for state and local taxes and be eligible for targeted job creation tax credits. Another bill lowers the Corporate Net Income Tax from 9.99% to 5.99% by Jan. 2025. Other highlights involve creation of a committee to review opportunities for the development of new industries, provides limited liability protections to the critical suppliers, health care providers, and employers operating during the pandemic, and provides DEP permit predictability to ensure permitting decisions are made promptly and reliably.
