HARRISBURG – The PA House approved legislation that opens the state’s primary elections to independent voters. House Bill 280 allows independent and unaffiliated voters to choose either the Democrat or Republican primary ballot without changing their voter registration. Currently, PA has a closed primary system, meaning voters must be registered with a party to participate in that party’s primary. The legislation comes as the number of Pennsylvanians registering without an affiliation to either major political party continues to grow. More than 1.5 million PA voters are registered as independent or unaffiliated, making the group one of the fastest-growing affiliations in the state. The bill now goes to the PA Senate for consideration.
