HARRISBURG – Gov. Tom Wolf signed a bill sponsored by Lebanon County Rep. Frank Ryan that will freeze Cost of Living Adjustments or COLAs for state government beginning December 1, 2020 through November 30, 2021. House Bill 2487, which received unanimous approval in both the state House and Senate, will freeze pay for members of the General Assembly, the governor, lieutenant governor, treasurer, attorney general, auditor general, the heads of departments, members of boards and commissions, and the judiciary. Earlier this year, the House Republican Caucus placed a freeze on hiring and froze employee salaries for one year. Meanwhile, Wolf vetoed legislation that would have let restaurants and bars reopen at up to full capacity. The governor said House Bill 2513 would have jeopardized public health and has constitutionality problems because it would have taken authority away from the governor during the global health emergency. A state House Republican spokesman says they’ll consider whether to attempt an override when they return to session this week.
