HARRISBURG – Delaware County Rep. Lisa Borowski plans to introduce a measure to address noise pollution. The American Public Health Association has identified noise as a health hazard that not only causes hearing loss, but also disrupts sleep, leads to heart disease, impairs mental health, and may even cause premature death. Her legislation would allow municipalities the option to implement noise camera systems at designated intersections. With approval from PennDOT, cities, counties, and townships may install the systems to track noise levels from vehicles, which are already limited under the PA Code. After 60 days of operation of the systems, municipalities may then impose a $100 fine on violators. The systems will only be used to record violations and not for any other surveillance purposes. Borowski is circulating a co-sponsorship memo seeking support of her proposal.
