LANCASTER – A Lancaster man will face criminal homicide, prohibited possession of a firearm, and other charges following a preliminary hearing in Lancaster County Court. 22-year-old Edwin Concepcion is charged with shooting and killing 68-year-old Israel Lugo on May 1 around 2 p.m. near the corner of W. New and N. Market Streets in Lancaster. Lugo was found on the street with multiple gunshot wounds and died after being transported to Lancaster General Hospital. Detectives retrieved video footage from homes, businesses, and the Lancaster Safety Coalition from the time and date of the homicide. Concepcion is scheduled to be arraigned June 9 at 9 a.m. before a judge to be determined.
