LANCASTER – Voters in Lancaster will decide a ballot question as to whether the city should elect a nine-member government study commission to consider adopting a home rule charter. Home rule creates a local commission which examines and decides a different form of governance transferred from state law to a local charter. A local charter is drawn up by the commission and goes to the voters to decide whether or not to accept. Candidates running for the commission will also be selected today by Lancaster voters. Independent voters in Lancaster can vote on the home rule issue.
