LANCASTER – Voters in Lancaster City have decided to move forward with a home rule charter. Home rule creates a local commission which examines and decides a different form of governance transferred from state law to a local charter. A local charter is drawn up by the commission and goes to the voters to decide whether or not to accept. Voters also selected nine people from 17 candidates running to be on the commission.
