LANCASTER COUNTY – A Lancaster County man charged with killing a man in a traffic collision as he was driving drunk and high will have his case proceed to county court. 31-year-old Luis Cruz of Earl Township waived his preliminary hearing on homicide by vehicle while DUI and other charges. Cruz is accused of crashing his car nearly head-on into a vehicle driven by 72-year-old Ralph Groff in the 2000 block of Horseshoe Road in East Lampeter Township the evening of May 3. Groff died at the scene. Surveillance footage showed Cruz crossing into oncoming traffic where he struck Groff. An analysis of Cruz’s vehicle showed that he was traveling nearly 70 mph in a 50 mph zone seconds before the crash. Cruz is currently free on $50,000 unsecured bail.
