HARRISBURG – A state grant accountability bill was approved by the PA Senate. The Senate Intergovernmental Operations Committee. Senate Bill 1034 would create a higher level of accountability for state grants and ensure any surplus money awarded for grant projects would be returned to the state. York County Sen. Kristin Phillips-Hill explained her legislation comes in response to a 2017 audit of a $10 million state grant program that resulted in a $2.5 million surplus – none of which was returned to taxpayers. Her bill also sets stricter standards for grant applications, including requirements for applicants to search for and document other funding sources. Senate Bill 1034 now goes to the full Senate for consideration.
