HARRISBURG – PA voters will also decide whether to make greater anti-discrimination protections explicit in the state constitution. The ballot question asks whether a section should be added that says equality of rights under the law shall not be denied or abridged because of someone’s race or ethnicity. Its effects are uncertain, but civil rights groups say it could lead to policy changes in housing, policing, education, and other areas. The other ballot question asks whether to expand the existing “Emergency Services Loan Assistance Fund” to include municipal fire and ambulance departments with paid personnel. Those registered as an independent or other third party not typically eligible to vote in the primary election, are entitled and encouraged to vote on the four questions next Tuesday.
