LANCASTER – Authorities say a man involved in a fatal Lancaster County crash has been extradited from Florida. 38-year-old Cesar Torres of Pembroke Pines is now in Lancaster County Prison to face charges in a May 2021 crash between a pickup truck and a tractor-trailer that Torres was driving at the intersection of Main Street and Graystone Road in East Petersburg. Two people in the pickup were killed. Torres has been charged with two counts each of homicide by vehicle and involuntary manslaughter. He also faces summary offenses of failure to stop at a red signal and driving at a safe speed.
