LANCASTER COUNTY – East Earl Township Police have charged a Lancaster County man with vehicular homicide, DUI, and other charges after a hit and run accident claimed a young man’s life. On July 5, around 2:45 a.m., 18-year-old Phillip Sullivan II of Lititz struck a horse and cart traveling eastbound in the 5700 block of Division Highway with his vehicle. Sullivan fled the scene of the crash, but was located about 45 minutes later and found to be driving while under the influence of alcohol and/or a controlled substance. The driver of the cart, Andrew Stoltzfus of Honey Brook, died July 7 as a result of injuries from the crash. The investigation continues with additional charges possible.
