LANCASTER – State Police have charged the owner of a Lancaster County auto shop with issuing PA Certificates of Safety Inspection to vehicles without actually performing the safety inspection. During the investigation, undercover vehicles were presented to JC’s Auto at 31 Owl Hill Road in Warwick Township for a state inspection. The inspector and station owner, Robert “Jerry” Carter, Jr., did not perform a physical inspection of the vehicles and unlawfully issued inspection stickers. Surveillance was also conducted and confirmed that Carter was not performing inspections and issuing inspection stickers to vehicles that were obviously unsafe. The garage was found not to be in compliance with inspection regulations, had a cluttered inspection area, maintained fraudulent records, and lacked many tools to perform the inspection. It was determined that he illegally issued 899 inspection stickers without actually performing a safety inspection. Carter faces theft by deception and 10 other charges.
