HARRISBURG – A bill sponsored by York County Sen. Kristin Phillips-Hill and Sen. Greg Rothman of Cumberland, Dauphin, & Perry Counties to bring greater accountability and predictability to state government’s permitting process was passed by the PA Senate Intergovernmental Operations Committee. Senate Bill 6 builds on the bipartisan Streamlining Permits for Economic Expansion and Development or SPEED Program which requires the Department of Environmental Protection to create a permit tracking system. The bill expands that to every state agency that issues permits and licenses, ensuring applicants will receive timely feedback and approval from the issuing entity. The lawmakers said permit delays have meant frustration, stalled projects, and lost investment, but this bill ensures state government moves at the speed of business. The legislation also codifies key elements of Gov. Josh Shapiro’s Executive Order, ensuring these reforms are locked into law and will outlast any single administration. The bill now heads to the full Senate for consideration.
