HARRISBURG – The PA House Judiciary Committee advanced legislation which takes aim at a form of child sexual abuse known as “upskirting” whereby a person takes photos up the skirts of unsuspecting individuals and posts the images online. House Bill 163 would make upskirting a third degree felony for a first offense and a second degree felony for subsequent offenses. Victims of upskirting face shame, betrayal, and anxiety when their images are posted and shared online for friends, family, and everyone to see. The bill advances to the full state House for consideration.
