CHESTER COUNTY – Chester County authorities have issued an amber alert for a missing child. 6-year-old Zoe Moss and 37-year-old Vanessa Gutshall were last seen in the area of East Ward Elementary School in Downingtown at 6:10 p.m. yesterday. Police believe the child may be at special risk of harm or injury. Gutshall was operating a 2016 grey VW Jetta with PA registration KXR 3699. Anyone with information on their whereabouts should contact 911 or Downingtown Police at 610-633-8810.
